PROPOSAL FOR MARITIME POLICY NATIONAL

Taking into consideration the seven impacts achieved in the first work of the observatory, in the next document there are some problems with their possible solutions, or objectives in the medium and long term in order to slow and/or cope with these uncertainties.

The above impacts are: transition of power, human empowerment, centralization of information, acceleration of technology and exploitation of resources, climate change, population changes and the conditions of life, and finally certain contingencies.

The face of these impacts, the report will focus on the need for a maritime policy strategic and protect biodiversity, resources, and the argentine sea in its entirety. You are going to identify problems, goals and solutions.

The main problem is our sea, despite his wealth, this ecoregion is threatened by various human activities, including:

● non-sustainable fisheries: fishing, catch of juveniles and by-catch of unwanted species.

● the pollution generated by coastal activities.

● mass tourism nationally and internationally.

● the exploration and exploitation of offshore oil and gas.

● shipping.

Marine Pollution

It is the introduction of waste or other matter at sea, resulting directly or indirectly from human activities, which have, or may have adverse effects. These cause damage to living resources and marine ecosystems, endangering human health, the hindering of marine activities, including fishing and other legitimate uses of the sea, and the deterioration of the quality of the sea water.

More than 80% of marine pollution comes from human activities on land, such as industrial, agricultural or urban, among others. The most severe impacts and palpable shock of the solid and liquid waste, without adequate pre-treatment, are manifested in the coastal areas, the delicate area of interface between the sea and the land. In addition, a good part of air pollution ends up in the sea.

Although to a lesser extent, also the human activities developed in the sea produce marine pollution. In normal operation, the ships and fixed platforms generate solid waste, liquid and gaseous, which discharge without treatments involve pollutant effects.

The goal is to cope with this problem will be to carry out a maritime strategy: we should bring forward the formulation of a strategy for smart, comprehensive, and proactive, to ensure the protection of our sea. But the strategy in the world of the TWENTY-first century requires not only to nations greater emphasis on the socio-economic development, but also in the scientific and the technological.

The possibility of a more intensive use of the seas is made possible in the last years of the TWENTIETH century, thanks to advances in and the use of advanced technologies in the sciences of oceanography and marine geology, in the investigation of the deep sea and fishing, as well as in the exploration and exploitation of hydrocarbons and minerals in regions of the sea most deep and difficult to access.

These advances have also been accompanied not only by the concern of the health of the oceans, but also to the problem of the greenhouse effect, which already causes large climatic changes and the consequences will be both the loss of large reserves of drinking water, sea level rise and flooding of the coastal margins low (due to the shrinkage or disappearance of glaciers and the decrease of polar ice), as an increase in the number of extreme events (floods, droughts, intense storms, landslides, etc).

The ocean is the stage of major challenges, the governments, the armed forces, the multinational companies, as well as local industries have interests there.

The strategy will be major challenges to the nation:

● Have a broad perspective of the events that unfold in different parts of the globe and their interconnection.

● Adjust our posture national maritime to the new realities of today's world.

● Establish clear areas of interest and maritime development and national objectives.

● Correctly associate these goals with our possibilities.

● Know the models nationals of countries that have managed to implement policies and strategies maritime effective and beneficial.

● Integrate the elements of political, economic and social of our national policy of the sea, with geopolitical perception.

● Promote with the provincial and local governments an integrated management of the problems of environmental policies.

● Establish partnerships and networks with clusters educational to facilitate the interaction between the community of ocean and educators.

● Work together with countries with which we have coastal waterways and maritime borders, and for the best and new policies river and ocean.

As a response to the above mentioned problems are listed some of the main solutions to consider:

Health and quality of the waters

Protect and restore the quality of ocean water, coastal, river and lake affected by the growing downloads from the land of chemicals and waste non-degradable, in order to ensure the safeguarding of human health, the rich diversity of marine life, a river and lake, the preservation of a means of aesthetic and recreational for the enjoyment of present and future generations.

Science and technology

Promote a system of national and regional integrating and coordinating the observations of oceanic space, air, and field, whose amplitude and precision enable: to improve the control of the sea, to improve the protection of aquatic ecosystems and coastal habitats, and the monitoring of the effects of global warming whose variations have an influence on the climate of our country and affect the maritime activities, and, in turn, improve predictions about possible natural disasters.

Security

Strengthen the maintenance of border security, maritime, river and lake ports and waterways and ensure the ability of control over the depletion of fishery resources, among others.

Education

To establish a coordinated, national effort to redirect and improve education at all levels, in order that the public has a right knowledge

and updated by the universe of maritime and fluvial argentino, its complex interaction with the atmosphere, the magnitude of the human impact and the importance of a management intelligent and efficient use of the same for better development of the political, economic and social.

Legislation

Develop adequate legislation and implement actions at the national, provincial and municipal, in communion with private organizations, designed to assess, preserve and protect the maritime heritage.
